Career Planning / Badges - Allow more advanced activity completion rules

Allow for complex rules (AND / OR) to be created for badges to be auto-awarded. For instance, if (Activity A was completed OR Activity B was completed OR Activity C was completed) AND Activity D was completed, grant students Badge 1.

Remove the existing All / Any activity and replace with rule creation.
