Career Planning - Allow the awarding of multiple badges to trigger the awarding of a cumulative badge

This would need to allow for more complex rules (AND / OR) to be used. For instance, if Badge A was awarded OR Badge B was awarded OR Badge C was awarded AND Badge D was awarded, grant them Badge E.
