Allow forms to be "assigned" to WBL experience on a more individualized basis

Sometimes forms like training plans or evaluation forms are unique to students, courses/classes, or employers. There are two ways to accommodate this now, but neither is ideal. One is by creating a new WBL for each of these instances. While this works, the result leads to a lot of WBL Types that can quickly become difficult to manage. The other is to create one WBL Type, but to include all possible forms but mark the unused ones as Not Required. This creates a lot of extra work as well.

A possible solution for this would be to somehow allow certain forms to be assigned to an experience by either directly selecting them as required for a specific experience or assigning them dynamically based on the student, their courses/classes, or their employer.

Another thought would be to somehow designate certain form templates as a particular type of form (ie. training plan) and then allow the specific form of that type to be selected upon submission.

In any instance, the difficulty would be tracking the completion status of these forms.
