Ability to add a single required OJL to student profile and manage OJL Guide completion status

Users need a way to add a single, specific On-the-Job Learning (OJL) requirement directly to a student's profile. This feature should also allow for the management of the completion status of associated OJL Guides, preventing all OJL Guides from appearing as 'pending completion document(s)' when only a specific OJL is required.
