Allow Admin to Share WBL Events with Teachers

I would like for teachers to be able to see the participants and track the attendance of their students in events that I create as an admin. As a matter of fact, when any user is creating an event, they should be able to specify other users that can see that event. This was teachers can share with other teachers in their program if they’d like.

    Allow WBL Events to be shared program-wide

    Allow WBL events to show up for any teacher in a particular program. This would be useful for programs with more than one teacher or with teaching assistants so multiple teachers can manage it.

    We need to add the ability for teachers to see events that aren’t created by them. The person who did create it, should be the only one that can edit to details of the event. Add a checkbox to share will all teachers or select individual teachers.
