Currently, Administrators are not able to submit As-Needed General Forms. A lot of the time, the primary users are Admins so they should have this access.
When configuring an As-Needed Form, only staff, teachers, and students are options. However, as an application admin, I will need to submit As-Needed forms.

Admins user of As-Needed Forms
