You should be able to submit meeting minutes after the scheduled meeting end date regardless of whether the meeting was started/adjourned

Currently, if a meeting is held without using the software to call it to order and adjourn, there is no way to submit the meeting minutes. You have to start the meeting, call it to order, and adjourn it first.
