When viewing Students and Teachers from Users & Groups, if a staff user has access to more than one school and chooses the All Schools option they have access to view students/teachers that they should not

For instance if there are 10 schools defined and a staff user has access to 2 of those schools, when they choose the All School option it should filter the Students and Teachers to show only the 2 schools that they have access to all 10 schools.
