When running the Industry Certification Progress report it is only including active students

Currently, it is a bit unclear how this report should work. If you leave all options blank, you would expect any student that ever got an industry cert from any graduation year to be in the report. However, it only includes active students and not graduated, etc.

If you select one or more graduation years, graduated students are included.
