When resumes are resubmitted after being declined, emails are not going out when they resubmit?

I don't understand this anymore. I thought I did. When a form is submitted/completed for eligibility is when the email goes out. It is not attached to the resume. So then I thought maybe they have career planning set up and required approval there which is not the case.
