Add wording to explain that the template can be viewed as blank for download and offline signature for upload. Change the wording "Needs Submitted" to "Needs Uploaded". Add a setting to disable administrative responses altogether.

Upon further investigation, this is normal, although unclear. Setting "Disable Administrative Response Forms" disables the ability to digitally submit that form, but you can select a template still. With a template selected, you can click on "Needs Submitted" to view a blank copy of the form to print out, get signed, and upload. We also added the ability to blank out the template selection, this will only allow a response form to be uploaded after clicking Needs Submitted and will not display a blank form.
When "Disable Administrative Response Forms" maybe the status flag should read "Needs Uploaded" instead.
