When creating a staff user, school and class assignments don't work

When the modal opens, it shows that Access to All Schools is not checked and shows the Schools selector box. It also shows Access to All Classes is checked and still shows the Classes selector box. If I'm creating a staff user and want to limit their access to schools, since the check box is blank and the selector is there I assume that I can enter the desired school(s) and Add Staff. However, if you edit the newly created staff member, they were actually created as if the Access to All Schools box was checked. If you uncheck Access to All Schools, the schools you entered in the Schools selector are still there. If you save changes, the settings are set properly this time.
