When changing a school/course/program and the page refreshes, reload the previously selected WBL Type

This should be the expected behavior. Currently it is confusing that the WBL Type gets reset to the first one and needs to be selected again. An “easy” fix for this, that would also help for anything that triggers a page refresh, is setting a cookie to track the last active WBL Type.
