When bulk editing grades, if there are proposed grades, they are getting neither approved or denied

This is then causing a backup under proposed grades since those are still out there. I would think that when a grade is bulk edited, the system would either approve it if the grade matches what was proposed, or deny it, if the grade doesn't match what was proposed or cancel the proposed grade. if that's an option basically ignoring it but removing it from proposed grades.
