When adjusting WBL Type settings for Eligibility make it so Shown to Students and Eligibility Enabled can be set independently

You should be able to hide from students to prevent them from submitting new eligibility forms but keep eligibility enabled so coordinators can see Pending items and manage those. As it is now, if it’s not shown to students, coordinators can’t see previous submissions.
