When a new form is added as a requirement to a WBL Type set it to Not Required for previously completed experiences

If a template is accidentally removed and added back in, all active experiences will not require that form even if they should and there is no way to rectify that without contacting support and a programmer fixing it in the database. It maybe be better to consider creating a new WBL type for upcoming requirement changes.
