WBLopportunties - Allow schools to see employers that have chosen to work with them

Currently, schools have to have Jobready WBL or CTE-360 to see employers that have chosen to work with them and this also hides opportunities that these employers have posted from showing on WBLopportunites.com. It would be nice if schools could still view employers that have chosen to work with them on WBLopportunites.com as well as giving the employers the option of making opportunities that they post public.
