WBL types invisible to admin account

The Work Based Learning section no longer shows all WBL types to an admin account; only the Internship and Job Shadow tabs remain visible. The organization has one WBL type per program, and all of those program-specific types have disappeared from the admin view, although coordinators can still access them. The admin status of the affected account was checked and is unchanged, so the missing tabs are not explained by a role change. Access to all WBL types should be restored for admin users.
