WBL Observers-access to view eligiblity

Currently if a teacher or staff account is a WBL observer, they can see WBL but if they scroll down to eligibility, the screen has a circle that just spins. The teachers/staff accounts who are observers should be able to view the eligibility documents (especially resumes) of their students. Can this be added please?
