WBL Forms - If a student has only 1 teacher linked to active SIS enrollments default the teacher signer selection to that teacher

When a student is in a WBL experience and a form is submitted with a teacher as a signer type, if there is only 1 teacher assigned to SIS enrollment records, we should select that teacher as the default option.
