WBL Events - add a new button next to the Employer selection

This is especially important for teachers who may be entering only WBL events and need a quick way to add a new employer. As it is now, they may have already entered all the details about the event and if the employer they want to use didn't already exist, they have to close the window, add the employer (which they may not know how to do), and then start all over.
