WBL Eligibility status shows X Items Need Scored but the form isn't complete yet

I had a new student apply for co-op and it tells me that 4 items need to be scored, however, the form is missing our school counselor's signature as well as the assistant principal's.  Ideally I would like those to be signed before it comes to me for scoring so it should show as In Progress until the form is complete.
