WBL Eligibility - "Send Reminder" showing in form options menu for forms that have not been submitted

“Send Reminder” is incorrectly showing as an option in the “Form Options” menu in the WBL Eligibility module whenever a form has not been submitted yet. This option should only show when the form’s status is In Progress
