WBL Eligibility - If an eligibility form is cancelled show this in the datatable.

Currently, if this happens, there is no way to see this from the Coordinator’s perspective. Especially if they are not a signer on the eligibility form. Even adding them as a CC’d user of the form would not help since cancellations would not go to them.
