WBL Eligibility - Don't remove the Forms tab from the student view once they are marked as Approved

For schools that have more that one form, they may be Approving the student after the first form is signed so they can search for opportunities and then expect them to fill out a second form to let the coordinator know more information. Currently, once the student is approved, that tab is hidden and there is no way to submit the second form.

Instead of removing the tab altogether, just set the default selected tab. This would also allow students to access the completed forms after acceptance.
