WBL Eligibility - add an option to have student opportunity applications go to a WBL coordinator for approval before being sent directly to an employer

This would be helpful to allow a coordinator to screen the applications to make sure that the application was appropriate/relevant and also allow the coordinator to choose to send only the best candidates to the employer.
