WBL Eligibility - add an option to have student opportunity applications go to a WBL coordinator for approval before being sent directly to an employer

This would be helpful to allow a coordinator to screen the applications to make sure that the application was appropriate/relevant and also allow the coordinator to choose to send only the best candidates to the employer.

    Submit an application for approval to the WBL coordinator. Let them select the resume, cover letter (from upload on portfolio), and custom email message to be sent for approval. Once approved, any new applications should be sent through AI to determine if it’s the same category as the one already approved (SOC, Industry, CIP, etc. as defined be the school in settings"). If that category was already approved, automatically select the approved resume, cover letter, and email message. If they change any of those, alert them that it needs approval again because they are different.

      We need to add a setting to determine if it should require approval per category, per application, or not require approval at all.

    Add to communications to allow them to be pending. Create a view for pending job applications where coordinators can approve them to be sent.
