WBL - Allow WBL Observers to Edit/Delete their own On-Site Visit records

Currently observers can add in on-site visits, but they can’t edit or delete their own records. This is useful for when a teacher is not a coordinator but does complete on-site visits

    Observers should not have been allowed to make onsite visit records. We can add a security group to manage on-site visits.
