Users with the WBL Observer role should be able to see all WBL experiences even if they are assigned to a specific WBL coordinator

You would either need to create a different staff user with the teacher’s personal email address to be used as the observer or coordinator. Or create another class that has all of the WBL students in it and assign the teacher to that class. Unfortunately, there is no way for us to give a teacher access to all students but only in the WBL module because of the way security is tied together throughout the entire application.
