Use AI to suggest Course Alignment Rules

Since we have a list of SIS courses as part of the SIS sync and a list of Programs/Pathways in Jobready, we should utilize AI to automatically make alignment rule suggestions. Administrative users can then simply approve a rule, making the process significantly more approachable.
