Update CSIU SIS Sync to work more similar to revised OneRoster v1.1 or 1.2 Sync

Currently, this sync is working using the older v1.1 methodology that defines teachers of classes in CTE-360 based on teachers of courses/sections in CSIU instead of using the SIS Class to Course rules.
