The Program on the Total Hours by WBL Type & Student-Based Experience Export report should pull from the Program assigned to a WBL experience if set

Currently it appears to be randomly choosing a program assigned to the student.

    Fixed for Total Hours by WBL Type but Student-Based Experience Export was already correct.
