Teachers with the WBL Observer Role can see more than just their students in the On-Site Visits modal.

If On-Site visit scope is set to student and the user is an observer, we now filter down by student. If the scope is employer, we have to show them because the on-site visit may still qualify for the experience even if only another student is related to it.
