Teachers with the WBL Coordinator role are getting alerts for students they don't have access to

If a WBL Experience does not have a WBL coordinator assigned, we send alerts for that experience to all users with the WBL Coordinator role. We need to ensure that these are also scoped down to users who have the WBL Coordinator role AND have access to the student.

An example: A teacher user with the WBL Coordinator role is currently able to get Timecard Distance Threshold alerts for students they do not have access to.
