Students who applied through the Student App module can't use their personal email for graduation

If they try using the same personal email for their graduation email as they did for their Student Application, they receive an error that the email entered is in use by another user

    For all post graduation email changes, we need to send a code to that email so they verify it’s theirs. If it’s verified and there is an applicant user, just delete the user.
