Students missing from task assignment grid

The Tasks windows under student progress show no students in the "all active students" group, so tasks cannot be assigned or tracked. Students are associated with the programs but do not appear when assigning them to the task grid, and the same behavior occurs for multiple users. The empty group also triggers a message stating students are not assigned to any student groups.
