Students able to apply for eligibility when disabled if 'shown to students' is enabled

WBL type had eligibility disabled but show to students was still selected. Students were applying and would show under Eligibility Forms but would not show under Pending or Eligible due to the eligibility being disabled. Students shouldn’t have been able to apply due to it being disabled.
