If the form is not yet complete, at least prompt the counselor to acknowledge that they have obtained verbal approval.

    This one was misinterpreted. They want sending school counselors to be able to enter their information and approve the application without having parental consent form complete. However, they should not be able to submit the application to the CTC until parental consent is obtained.
