Student Applications - Once an application is sent to the tech school from a sending school counselor, allow an application admin to send it back to the sending school if data is missing or needs corrected
This is somewhat of a workaround to eliminate the need to have required fields that are required based on the values of other fields.
Include a way to include a comment about what needs to be corrected.
