Student Applications - Give students the ability to place themselves into a Class

Student Application Admins would have another option when scoring to “Accept for Placement”. This would allow multiple Classes to be “Accepted”. There would then be a way to send an applicant an email with the option to choose which Accepted Class that they would like to place themselves in.

We may also need to revise how Waitlisting works as students place themselves.
