Student Applications - Allow students to be placed in a program even if Parent Approval is still In Progress

We cannot complete this because it will ruin the integrity of the module. We combined workflow items that were in order in the past because things were still able to move in order (counselor information/rubrics) but it does not make sense to allow placement before parent approval is complete when you can’t grade the rubric yet and counselors can’t update their information during that time.
