Student Applications - Allow a message to be sent to current students to click a link to apply

For county/district clients that sync high schools that students come from instead of having them apply from a sending school, this would allow them to direct those students to an application. Some of these applications may only apply to 10th grade students for instance so being able to target this based on school and grade level would be ideal.
