Student Applications - Add the ability to manage applicant user account information

Currently there is an option to reset their passwords, but you can’t change the name or email address. The latter is the real problem. Often times, a parent/guardian may register an applicant account and use their own email address. It would be helpful if an Application Admin could change the email address tied to the user record.
