Student Applications - Add the ability to filter applications by choices
Some clients have the teachers score the rubrics if they chose to apply to their program. Currently, there is no way to allow teachers to see just the applications that would be relevant to them.

Instead of filtering down by selected class for teachers only, if you have a class selected it will filter down the table regardless of user level. This allows staff users to also filter down the records by class choices.

What we need to do instead is if a teacher has the security group to manage applications, they only see the ones with choices that are their class.
