Student Applications - Add more control over the current initial Counselor Approval stage

Now that the intent of this stage of approval has changed, we should rename “Counselor Approval Status” to something like "Application Approval Status".  When it was originally built, only a counselor could approve the initial application, but now we allow either a tech center or a sending school to handle that initial approval. 

In some cases though, schools want to handle this steep internally and do not want sending school counselors to make changes here. A setting should be added allowing only a local Application Admin user in Jobready to complete that initial verification process that also makes t.
