Student Applications - Add filters to view Applications that match a certain status

Since sorting the status columns does not really work as expected, having filters to view the Applications table would make the workflow more efficient.

The following columns should be included as filter options:

• Guardian Approval Status

• Counselor Approval Status

• Counselor Information Status

• Rubric Score Status

• Placement Status
