Student Applications - Add Counselor Information option to make an item only editable by CTC admins and the result be read-only for counselors

An example of how this would be used is that a CTC may want to designate that a student is going to be enrolled in a Math or English class at the CTC. Once the CTC admin sets the answer, this could be viewed by the counselor but not changed.
