Student Applications - Add an option to view/manage all applicant accounts

This is mainly helpful for resetting passwords or deleting duplicate accounts. Currently, you can only see that an applicant exists if they have started to submit an application. For schools that do not allow email to be sent to students from a third party, students also cannot use the Forgot Password option.
