Student Applications - Add an option to attempt to match an applicant to a student in the SIS.

For districtwide clients or those that sync middle and high schools, they may already have all student data in the SIS. In this case, asking sending school users for information is not needed if the applicant can be matched to an existing student in the SIS. This could be done by matching on email address, student number, state ID, etc.
