Student Application - Add the ability to mark a student record as validated and ready for processing

We will have our secretary (who has application admin access) go through all application and comparing data with PDE for PA Secure ID. We would like to have her ability to mark that the student record is valid and this would be the criteria to pull the report for Skyward import.
