Start and End Times Not Required for Work Logs

Currently when you schedule work logs there is nothing preventing someone from saving the logs with no start and end time. The logs then default to midnight and show as 0 hours which is causing confusion. The start and end time should be required and a message should appear if someone tries to save the log without these fields.
